INTORODUCTION
Right
to information is a fundamental Right.
It is part of the Fundamental Right to freedom of speech and expression
recognized in the constitution and various Supreme Court decisions. The Right is guaranteed in Universal
Declaration of Human Rights and Article 19 and 21 of the constitution of

problems in accessing information due to culture of secrecy, lack of
accountability, badly maintained records and illiteracy of the people.
In
order to setout practical regime of right to information due to culture of

transparency and accountability in the working of every public authority, the
Government of India have enacted the Right to Information Act, 2005 (Central Act 22 of 2005)

Establishes Independent structure of appeal and penalty

The public Information Officer
designated by the Public Authority will provide information to the persons
requesting under this Act.
This Hand book is intended for
the use of the public those who seeks any information on TNSCB. This book will promote transparency and
accountability in the working of TNSCB to every public as under the Right to
Information Act.
CONSTITUTION
Tamil
Nadu Slum Clearance Board 9TNSCB0 is a statutory body constituted under Tamil
Nadu Slum Areas (Improvement and Clearance) Act, 1971. The Board shall besides the Chairman, consist
of five non-approval members and non officials members.
JURISDICTION
Tamil
Nadu Slum Clearance Board has jurisdiction over all corporations municipalities
and Town panchayats.
OBJECTIVES
The main objectives of the TNSCB
are:
To effectively arrest the growth of slums
To eliminate congestion and to provide basic amenities
To clear slums which are import for human habitation, by
rehabilitating the slum dwellers in multi storeyed tenements.
To remove unhygienic and
sanitary conditions prevailing in slum areas

In partial modification of the
instruction issued in the reference 1st and 2nd cited and based on the Government order
issued in reference 3rd and 4th
cited, the Board in its resolution No. 31/419 dated 23.06.08 has approved the
enhancement of delegation of powers to various officers as regard to technical
sanction, acceptance of tenders , extra or supplemental items of work and
additional quantity for implementation in this Board. Hence, all the SEs and EEs are requested to
adopt this amendment in the works code and act accordingly.
The Superintending Engineers and
Executive Engineer are therefore further directed to be more careful in
preparing the estimates and to accord Technical Sanction with utmost care. As
the Technical sanction powers and Tender
acceptance powers differ, the Technical sanction of estimates should be
accurate and there should not be any
scope for finding out correction, modification etc. at the time of approval of
tender at higher level which may change
the tender position etc.
The instructions come with immediate
effect and the receipt of this circular should be acknowledged immediately.

Community Development Programmes of
The Tamil Nadu Slum Clearance Board
Tamil Nadu Slum Clearance Board
was constituted by the Government of Tamil Nadu exclusively for the upliftment
of the slum dwellers living in Chennai, other major cities and towns of Tamil
Nadu. The Community Development Wing functioning in the Tamil Nadu Slum
Clearance Board plays a vital role in liaisioning between the Board and the
beneficiaries. The policies and programmes formulated by the Board are brought
to reality to the slum dwellers only with the committed involvement of
Community Development Wing.
The Community Development Wing
came into existence in 1978 through the initiative of the then Madras
Metropolitan Development Authority to ensure Community participation in the
Slum Improvement Programme fended by the World Bank. However the World Bank
observed that since MMDA was a planning body and Tamil Nadu Slum Clearance
Board was an implementing agency, the Community Development Wing would be able
to carryout the slum Improvement Programme more effectively if attached to the
Tamil Nadu Slum Clearance Board. Accordingly the Community Development wing was
bifurcated and transferred to the Tamil Nadu Slum Clearance Board during 1981.
While the Tamil Nadu Slum
Clearance Board has been initially
concentrating on construction of
houses and provision of basic amenities, it was realised that there structures
could not transform the lives of the slum dwellers who were used to living in
the slum conditions. If real development was to be brought amongst the
erstwhile slum dwellers, the Tamil Nadu
Slum Clearance Board realised that the answer did not lie in an engineering solution but
rather in a Community based humane
approach. The Community Development Wing with its states comprising of Social
Workers, Socialogists, blended with personnel qualified in Psychology,
counseling and human resource management became the right mix to coordinate the
work of
Engineering, Planning as well as revenue lwings starting
from the awareness on inception of the projects, the Community Development wing
travelled across every project with various Welfare Programmes side by side, to
make the housing programmes holistic, meaningful and acceptable.
I.
Vocational
Training Programme (Employment Oriented)
The main objective
of this programme is to upgrade the skills of slum youth to make more
employable through formal and informal courses which have employable
opportunities from time to time ranging from traditional tailoring to latest
computer technology.
The beneficiaries of the programme are slum youth and women in the age
group between 16-35 years and the qualification to under to such training
programmes ranges from knowledge of reading and writing to XII std depending on
the course.

Who conduct the Courses?
The Courses are conducted by competent
Government and Non Governmental organisations who have skilled personnel,
adequate infrastructure and placement provisions.
These organisations shall send their
proposals with budgetary requirements for the courses they wish to offer.
The Selection of the organisations is done by the CD Wing personnel through field inspection and with the approval of the Chairman, Tamil Nadu Slum Clearance Board.
The candidates are provided with stipend
to meet their transportation cost to benefit by the programme. All the candidates selected for the Courses
must complete the course failing which the dropped out candidates must remit
the training cost to the Board spent by the Government.
Period
of Training:- One week to 6 months.

and Rehabilitation Scheme:-
Tamil Nadu Slum Clearance Board has developed 5 rehabilitation sites as
on date to benefit households of various objectionable locations such as road
margins, pavements, river margins, railway track margins, MRTS alignment and

III.
Provision of
Bunks:-
To improve the economic states of Women from self Help Groups (SHG) 2
types of bunks i.e. Mobile and Stationary Bunks are installed through the Non
Governmental organisations and Community based organisations.
Eligibility:-
1. The Women SHG should have 12-20
members
2. The SHG should have a bank
account.
3. The SHG must have procedural
fulfillments such as landing/recovery within the group, maintenance of records
such as minutes book of the meetings, resolutions, lending, recovery,
Membership etc.
4. The SHG should belong to NGO/CBO
a Government Department like ICDS etc.
5. Atleast 4 women of the group
should benefited by a bunk.
6. The Stationery bunks should be
installed in the tenemental Schemes or the other approved schemes of the Tamil
Nadu Slum Clearance Board.
7. One among the four women must be
the allottee of the Tamil Nadu Slum Clearance Board.
How and whom to
apply:
1. Prescribed application format annexed which shall be duly filled in and submitted to the Chief Community Development Officer, Tamil Nadu Slum Clearance Board, Chennai-5 along with the following documents:
Copy of the Allotment order of the Board issued to one of
the women SHG member for the dwelling unit.
Ration Card of the Board’s allottee ( Woman SHG member).
Bank’s S.B. Account Pass Book of the women SHG.
If husband/mother/ father of women SHG member is the
allottee of the Board, the women SHG member shall obtain a NOC from him/her for
installation and functioning of the stationery bunks:

Whom to apply ?
The Heads of the institutions/
Heads of the Departments shall send requisition to the Managing Director, Tamil
Nadu Slum Clearance Board, Chennai-5 indicating the names of the students,
Scholars, specifying the type of training referred to above with period of
training atleast a fortnight before the actual day/date of commencement of
Training for Research/ project work, little to be specified.

Note:- The Institutions sending students for observation
visits to the Tamil Nadu Slum Clearance Board are being charged Rs.250/- as
service charges to the Board. The other training programmes are offered fee of
cost since the students and the Board are benefited mutually.
With regard to students/ Scholars undertaking research/ project works they are directed through their institutions to provide a copy of their dissertations to the Board for reference purpose. They are also instructed to avail the data and information of the Tamil Nadu Slum Clearance Board strictly for academic purpose.
V Enumeration and verification of Slum Families/
Encroachments:-
As part of Community Planning and
baseline survey of slums, the Community Development stakes have been involved
in conducting household survey of families in objectionable locations for human
habitation such as road margins, pavements, railway track margins, river
margins and MRTS alignment form where the lands are required for development
purposes. Apart from this, the CD staffs also also conduct verification of
households for allotment of plots and tenements. The staves are also involved
in motivation of households in repayment of their dues to the Tamil Nadu Slum
Clearance Board.
During such survey, verification
and enumeration, a specific format has been developed on each house hold which
is annexed.
This task of the Community
Development Wing enables the Tamil Nadu Slum Clearance Board to identify and to
provide the benefits of the board to the right beneficiaries and also curbs
duplication and misuse the benefits.

1. Tsunami Emergency Assistance Project (TEAP)
The Tamil Nadu Slum Clearance Board
apart from the regular programmes has been entrusted to the project of
rehabilitating in the tsunami affected families in Chennai Metropolitan Area.
Under this project, the Board extends services to tsunami affected by providing
housing and infrastructure and Livelihood Support Programme. The Board has
adopted a special initiative to socially and economically to rehabilitate them.
The Government have sanctioned
and released Rs.498.00 lakhs to implement the programme with the following five
major.
1. Formation of SHG
2. Issue of Revolving Fund
3. Skill Training
4. Smaller Economic Activities
5.
Major
livelihood
The main
objectives of the project are
1.
to bring back the tsunami affected families to
normalcy and rehabilitate them socially and economically.
2.
to motivate them to form into Self Help Groups.
3.
to impart skill training
4.
to provide assistance to initiate economic activity.
5.
to extend assistance to restore or start new livelihood
assistance in the tsunami affected areas.
Novel
initiatives in livelihood options such as provision of LPG dedicated autos,
three wheeler luggage carrier, Mahindra Touristor Van to women and women SHGs
have experimented.
The project
also envisages other supportive services for tsunami affected in the areas of
health & hygiene, sanitation and education.
2. Youth Development Programme
The Government of Tamil Nadu through the Housing and Urban
Development Departments have sanctioned Rs.2,00,000/- (Two lakhs) for youth
development programme to the Tamil Nadu Slum Clearance Board for the year 2006
– 2007 to impart personality development training programmes to the slum youth
under the Twelfth finance commission.
This
programme envisages to cover the youth for their betterment in terms of self,
family and community at large.
Youth are full of energy and good will if they are properly
oriented they can do wonders. In slum
areas, there are thousands of school dropouts grouping in the dark, searching
for a ray of light, and for ray of hope. But, they are highly motivated to
acquire the required skills to be positive.
The youth in slums are left uncared
by their own parents / guardians in many cases who need to be cared for
compulsorily their rights to be protected and their duties to be realized by
them and awareness to be created among them to cope up with life problems, and
challenges ahead of them since the slum youth face quite a lot of moral and
social dangers.
1. To strengthen the youth through
skillful training, gender equality, self-understanding and guidance towards sex
and sexuality.
2. To develop and promote dignity
through the proposed personality development training.
3. To make the youth realize what they
can do for the community.
4. To motivate the youth to accept
responsibility and set a good example by being a positive role model.
5. To describe and understand the
lifestyle, family structure, economic factors, social life and problem faced by
the youth.
