REVIEW REMARKS
On perusal of the Annual
Accounts of the Board, it is noticed that the collections realised
under Capital Account, Revenue Account are not proportionate to the expenditure
incurred under the respective heads.
The Executive Engineers should strive to achieve the target fixed to
them both physically and financially every year, so that the Board can raise
its demand on release of grants year by year.
All of them are aware of the fact that the administrative expenditure of
the Board mainly depends upon the supervision charges they earn on works
outlay. Inspite
of that fact there is shortfall in supervision earnings. Therefore the Executive Engineers should realise their responsibility and act accordingly.
The
staff engaged for revenue collections should devote their entire attention and
time in improving it to the utmost extent.
The Revenue Officers should conduct drive collections and periodical
surprise inspection in the scheme areas, to identify the reasons for poor
collections and bring it to the notice of the Board. The Board will sort out the ways and means to
improve the collections.
As
already stated in the previous year’s account’s review remarks, the Division
Offices as well as concerned sections in the Board’s Office should take
necessary steps to clear the huge outstanding under Deposits and Advance
Account. The Divisions which have been reorganised due to administrative reasons should preserve
the records pertaining to defunct divisions and set right the accounts
promptly. If this has been followed
scrupulously in the previous years, there will not be any chance to retain such
huge balances under suspense accounts.
The
Divisional Accountants should concentrate on compilation of their Division
Accounts and check their accuracy periodically, so that there will not be any
need for rectification at the fag end of the financial year.
Besides
the above facts, the general instructions already given in the review remarks
of monthly accounts i.e. following
uniform Code Number and other periodical instructions should be strictly
adhered to by the Executive Engineers scrupulously.
